Would it be okay to add a rule group to every rule, especially the single rules? It would make the structure of the file more consistent: category+attribs => rulegroup + attribs => rule. Easier to get it all in a database and make it easier to move around rules; it is a bit of a jmumble now.
I’m not aware of anything that would speak against that.
