This is what we call ‘fuzzy’ grammar in linguistics where native speakers would show variation and arguments could be made for both cases.
The first question is whether ‘and’ constitutes one or two actions.
You would think that ‘and’ signals addition but this is not always clear in English (at least grammatically
eg There is a man and a woman at the door
cf There are two people at the door
or
“I recommend having a drink and forgetting about it. That (sing) is the best thing you can do.”
Some people would argue that the ‘that’ in the above example is a relative pronoun referring back to ONE clause rather than two actions and that is indeed the ‘problem’ with your example in your question.
If the two actions are seen as one, use the singular
et Singing and drinking is what I like to do!
If the two actions are seen as two, use the plural
Raising interest rates and good governance strengthen (pl) currencies
