installer cannot install the package dependencies

Hi,
I cannot install the newest version of the languagetool for Windows. I am getting the following error:

“The application installer cannot install the package dependencies. Ask the developer for a new application package Microsoft.VCLibs.140.00.Debug.UWPDesktop.”

I have the latest version of this library installed.
