Should add a rule to detect confusion between "severe" (adj) and "sever" (verb)

LanguageTool in English does not detect the confusion between “severe” (adjective) and “sever” (verb).
Examples of incorrect sentences in which LT has false negative:

You need to severe all connections.
The problem is not sever.

I think it would also be nice to also have XML rules for some of
the words in confusion_sets.txt, as many users run LT locally
without the large filed required for confusion_sets.txt to kick-in.
